Experience

Barbara is an experienced manager of financial operations, projects, public agencies and a former elected official. With over 25 years of experience in the public sector, she decided to direct her efforts as a business owner. Her initiative and energy lead her to strive for improvement in each organization where she works. In each of her positions with Ada County, Idaho, the State of Idaho, and the cities of Salem, Oregon and McCall, Idaho, Barbara has been entrusted with decisions related to the management of public funds, overall business operations and Project Management.

During Barbara’s career, she has been responsible for public information and media relations. As such, she has delivered weekly radio spots and press releases; she has conducted press conferences and media interviews; and designed and created public information documents, brochures, videos, and newsletters. In addition, Barbara has been a key individual in developing and building several significant projects including the Idaho Anne Frank Human Rights Memorial, the Idaho Shakespeare Festival Amphitheater, and the Ada County Courthouse Project. As the Treasury Manager for the City of Salem, she evaluated the financing program for the City Capital Improvement Program and developed a funding program including commercial paper, DEQ State Revolving Loan Funds, and Revenue Bonds. The program saved the City a projected 2,000 on a single project in the first year of its use. This change in process and financing reduced the financing costs of the Willow Lake Treatment Plant Expansion Program by .4 million.

Barbara is also certified by SAVE-International, the Value Society, as an Associate Value Specialist, and is working toward Certified Value Specialist status. She has participated in several Value Engineering Studies related to public infrastructure projects. The techniques used in value analysis are powerful tools to identify project goals, manage project scope, and direct funding where it is most beneficial. She utilizes the VE process in her approach to problem solving and facilitating group solutions on a daily basis.

  • Participated in Value Engineering Studies on infrastructure projects in Oregon, California, and Washington.
  • Prepared Variance Application related to buffer yard requirements between Commercial Retail and Single Family Residential zones. Mediated a settlement supported by both parties to the Hearings Officer.
  • Prepared successful Zone Change Applications in Marion and Benton Counties related to residential projects.
  • Prepared successful DEQ and DOGAMI Permit applications related to extraction sites and concrete batch plant in Clackamas County.
  • Managed the procurement and implementation of credit/debit card payment systems for the City of Salem.
  • Developed and implemented short term financing program for City of Salem Capital Improvement Program.
  • Managed public debt issuance program, including rating agency evaluation, debt option evaluation, arbitrage tracking, and bond sale timing.
