Experience
Since receiving his degree in Civil Engineering in 1988, Keith has worked as both a consultant and a public sector engineering manager. During his career, he has functioned as project engineer and project manager on a wide range of projects, including stormwater management and flood control projects, floodplain development permit application preparation, FEMA floodplain appeals, residential subdivisions, commercial developments, industrial site improvements, arterial street improvements including widening, new construction, and reconstruction, as well as water and wastewater treatment improvements.
In addition, as a public sector engineering manager, Keith has been responsible to review development applications and engineering documents, he has lead efforts to revise development regulations, write new regulations, develop design standards for public infrastructure, and administer contracts with consulting professionals and construction contractors. In managing public infrastructure projects, Keith gained an understanding of the operation and maintenance concerns for public facilities and the need to address these issues within capital budget constraints. This broad range of design, management, and administration experience gives Keith an understanding of the issues related to the delivery of infrastructure projects for both public entities and private land developers.
Keith is also certified by SAVE-International, the Value Society, as an Associate Value Specialist, and is working toward Certified Value Specialist status. He is also recognized as a Certified Construction Specifier by the Construction Specification Institute. Keith applies the value and needs analysis process when participating as a member of a study team and in managing projects on a day-to-day basis. The techniques used in value analysis are powerful tools to manage project scope, direct investment in infrastructure where it is most beneficial, and confirm the proposed improvements will meet the desired goal.
